Civil Contractors New Zealand is an Incorporated Society governed by the Executive Council which is made up of the President, Past President, Vice President and Councillors. This ten-member governing body is elected annually by members as per the CCNZ Rules of Incorporation.
David Howard
President
David Howard is a longstanding member and supporter of CCNZ, acting as Chair of the Wellington Wairarapa Branch from 2009-2018. He has more than 30 years of experience in the industry, and has held the role of Managing Director of award-winning company Construction Contracts Limited since 2002.
Jeremy Dixon
Vice President
Jeremy is Chief Executive of Isaac Construction, a South Island-based infrastructure construction company with around 350 staff. Jeremy has been in the industry since he was 17. He has gone to his current role from pushing a wheelbarrow, and experienced everything in between on the way. He is a past Branch Chair of CCNZ Canterbury Westland Branch, and strongly believes in the positive impact the civil and infrastructure construction industry can have for the country.
Bailey Gair
Past President
Bailey Gair has worked for several family-owned and small to medium civil construction companies, including as a Managing Director. She is now General Manager at SCL Civil Works in Hawke's Bay.
Working and growing up in a family-owned civil construction business has given Bailey a good grounding and understanding of the civil construction industry, and the challenges and opportunities it faces.
Paul Bisset

Paul is currently Chief Executive at Whitestone Contracting Ltd, following a career that has seen him working in civil construction companies large and small for the past 25 years. Paul is passionate about giving back to the industry and making sure it remains healthy for contractors of all sizes for the present, but also for the future.
Mark Evans
Executive Councillor
Mark Evans is currently Chief Executive of HEB Construction. Previously, he was Alliance Director for the Te Ahu a Turanga – Manawatu Tararua Highway project, and General Manager for HEB Construction from 2015-19, providing governance for some of New Zealand’s most significant transport infrastructure projects including the North Canterbury Transport Infrastructure Recovery, Transmission Gully and sections of the Waikato Expressway. He has a strong desire to give back to the industry, and has also served on the CCNZ Auckland Branch Executive Committee.
Orla Gallagher
Executive Councillor
Orla is currently the National Environmental & Sustainability Manager for Higgins, and has worked for infrastructure companies in Ireland, the UK, Australia and New Zealand. Orla’s role with Higgins encompasses all environmental compliance and sustainability across New Zealand and Fiji, as well as leading carbon reductions plans across the Fletcher Construction group. Orla is a qualified environmental engineer and environmental scientist and leads a diverse team of people across New Zealand and Fiji.
Greg Lumsden
Executive Councillor
Greg Lumsden has had a varied career as a contractor, trainer, industry supplier and small business owner. Greg took on the role of CCNZ Manawatu Branch Chair in 2017, seeing the branch through its transition to become the first CCNZ Manawatu Whanganui Branch Chair. He is a longstanding supporter of the CCNZ CablePrice National Excavator Operator Competition (currently operating nationals).
Kerry Watkins
Executive Councillor
Kerry Watkins is Regional Manager for Fulton Hogan in the Waikato. He has a passion for the civil construction industry and his career has seen him work for SME’s and large contractors. He has worked on construction projects, small through to major, maintenance contracts, surfacing works, and quarrying. Kerry is also CCNZ Waikato Branch Vice Chair, and has served on the branch executive committee for the past decade.
Gary Richardson
Associate Executive Councillor
Gary is General Manager – Sales & Marketing for Hirepool. Gary brought with him experience from a broad background of industries including building products, engineering, manufacturing and plastics. Prior to joining Hirepool, Gary held senior roles in sales at Transpacific Industries and has held senior management roles for over 20 years in sales and marketing for privately and publicly owned companies, and in leading operational and procurement functions for a mix of small and large multi-site businesses.
